Proverbs 28:2 - "When a country is rebellious, it has many rulers, but a ruler with discernment and knowledge maintains order."
Rebellion in a nation is both a cause of and a promoter of disorder. God is saying that - not me. Public divisions that seem unresolvable are certainly evidences of rebellion within that nation.
