In Titus 1:5, Paul tells Titus to appoint elders (the Greek noun that he uses is in the plural form). In 1 Timothy 3, he gives qualifications for overseers/elders and deacons but nothing about appointment. In Acts 20, Paul speaks to the Ephesian elders (again the plural Greek word) saying, "Pay careful attention to yourselves and to all the flock, in which the Holy Spirit has made you overseers (elders)" (Acts 20:28, ESV, my emphasis). In Philippians 1:1, Paul greets the overseers and deacons of the church in Philippi. There is more but it seems pretty clear that Paul had in mind the "plurality" of elders/overseers/pastors.
