The bulk of Hosea is about the waywardness of Israel, the consequences of God's anger at their waywardness, and God's promises to honor real repentance on their part. God inspires:
Hosea 13:14 - "14 I will redeem them from the power of the grave: I will deliver them from death: O death, I will be thy death: O grave, I will be thy destruction: repentance is hid from mine eyes."
Hosea 14:2,3 - "2 O Israel, return unto the Lord thy God: for thou hast fallen by thine iniquity.
3 Take unto you words, and turn to the Lord, and say unto him, Take away all iniquity, and receive us graciously: so will we render the calves of our lips."
2 Corinthians 7:10a - "For godly sorrow causeth repentance unto salvation, not to be repented of: but the worldly sorrow causeth death."
In the end, those who follow God by knowing and doing His will do not stumble.
Hosea 14:10 - "10 Who is wise, and he shall understand these things? and prudent, and he shall know them? for the ways of the Lord are righteous and the just shall walk in them: but the wicked shall fall therein." (1599 Geneva Bible, modified for more modern English)
John 15:8 - "Herein is my Father glorified, that ye bear much fruit, and be made my disciples."
