Here's why certifying votes doesn't mean no fraud occurred.
What we see:
Votes cast - 4,000
Votes tallied - 4,000.
Process certified as not fraudulent.
We only know the outcome - in this case let's say:
1,000 R, 3,000 D
What COULD have happened in the middle:
4,000 votes in - 3,000 R, 1,000 D (nobody knows this for sure)
Program INside the machine (nobody sees or checks this) is configured to let all D votes through 1:1 and all R votes are changed so 1/3 goes to R and 2/3 go to D.
So, total R end up being 1,000 and D becomes 2,000 + the 1,000
that's the opposite of what was cast, yet the same numbers as originally cast.
100% fraud - 100% certified. Both sides are correct but only those crying foul are right.
